Duties Description The Bureau Director is responsible for leading the Bureau of Data Insights and Research establishing a core team of data, business analytics subject matter experts, project managers, and engagement leads for centralized activities related to data analysis and performance management in OHIP to the DDSA management team, which has the overall responsibility for the integration of data analytics in the Medicaid program and improving research and data efficiency and consistency. This position will be responsible for directing and performing data analysis on innovative methods and approaches to Medicaid data analytics supporting Medicaid program management and effective provision of data quality assurance and data integration techniques; Developing and executing data evaluation design and monitoring for the 1115, demonstration waiver goals, and other budget initiatives; Consolidating and preparing interim evaluations and summative reports, as required by the Centers for Medicare & Medicaid Services (CMS); Developing and executing analytical and management reports and/or research activities based on both data trends and reviews of other state Medicaid programs to monitor Medicaid enrollment, spending, access, and service utilization and prepare reports of findings for division management and OHIP leadership; and performing other duties and tasks as assigned.
Minimum Qualifications One year of permanent service as a Data Analyst 3 OR bachelor's degree and seven years of experience* in data visualization, and statistical models and data mining tools. Two years of the experience must have been at a managerial level.
*Substitution: A master's degree in data or computer science, informatics, economics, statistic, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred Qualifications: 10 years of Medicaid experience, 11 years of data analytics experience. Experience in stakeholder engagement, SQL, tableau visualization preferred. 5 years of management experience.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
