Duties Description This position will report to the Bureau of Medicaid Long-Term Care Policy (BMLTCP) Bureau Director as an Assistant Bureau Director and will be tasked with significant scope, leads a cross-functional team and is required to handle new or high-visibility initiatives. Job functions include but are not limited to: Serving as program liaison to a variety of parties and oversight entities including Centers for Medicare and Medicaid Services (CMS), Office of the Inspector General (OIG), Office of the State Comptroller (OSC), Office of the Medicaid Inspector General (OMIG) Division of Legal Affairs (DLA), other offices within the Department, health care associations, and managed care providers; Ensuring implementation of improvements to Medicaid policy and assisting in the oversight of the Fiscal Intermediary contracting with the state to support the CDPAP; Making recommendations to leadership and oversee the prepare budget requests and materials necessary for the annual state of the state and budget making process; Partnering with other units, programs, agencies, providers and advocacy groups to develop and implement public health policies in the areas of community-based long-term care services including CDPAP, EVV, PERS, and other long-term care workforce initiatives; Developing and implementing surveillance plans for monitoring performance of community-based long-term care service and CDPAS providers, managed care organizations, independent assessors, and local districts of social services; Providing policy direction on legislative, regulatory, and monitoring activities as it relates to community-based long-term care workforce to encourage practices consistent with delivery system reform and value-based payment initiatives.; Directing and overseeing the preparation of State Plan Amendments, Directed Payment Templates, Federal Waiver Requests, In Lieu of Services proposals, and other federal approval request documents to meet, modify and advance program goals related to community-based long-term care workforce for submission for clearance and federal approval.; Directing the preparation and review of draft responses to audit inquiries and investigations of the community-based long-term care services by gathering and organizing documents, communicating with stakeholders, and tracking deadlines. Escalate audit findings with recommendations for corrective actions to Medicaid Executive leadership, as appropriate.

Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4, G-29, OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above Grade 27 or M-2 and deemed eligible to transfer via 52.6 or 70.1 transfer of the Civil Service Law.

Preferred Qualifications: Candidates should have demonstrated experience implementing or operating large scale programs with multiple, complex projects vying for resources. Advanced knowledge of Medicaid-funded long-term care services, including CDPAS, PCS, and PERS; Demonstrated experience managing complex state contracts with statewide scope; Familiarity with fiscal and regulatory requirements of personal care programs; Strong leadership, supervision, and stakeholder engagement skills.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
