Duties Description The Medicaid Redesign Analyst will be engaged in the
development, implementation, management, oversight and/or monitoring of Medicaid Redesign Team (MRT) and DSRIP programs within the Medicaid Program Developing programmatic and financial policies and procedures related to streamlining and improving access to home care services, including Personal Care, CDPAP/SFI, CHHAs; Managing MLTC rate-setting methodologies, including the CDPAP/SFI reimbursement methodology and knowledge of minimum wage and other health worker wage adjustments utilized in rate setting; Administering of activities related to MRT, Value Based Payments (VBP), and DSRIP premium rate setting as it impacts MLTC; Reviewing regulations resulting from legislative or administrative actions that require new or modified fiscal methodologies for program development, implementation, or monitoring; Providing fiscal project coordination to staff and actuary consultants; Conducting research and developing policy options and recommendations for the funding and reimbursement of health care services; Creating financial data analytics models and reimbursement rates for managed long-term care health plans; Preparing and send reports, correspondence, and other documents to external stakeholders, agencies, and Divisions and Bureaus within the Medicaid Program; Monitoring and evaluating the effectiveness of programmatic and financial policies and
procedures and make recommendations for improvement as
needed.

Minimum Qualifications Permanent Transfer Candidates: Current New York State
Department of Health employee with permanent or contingentpermanent status as a Medicaid Redesign Analyst 2, Grade 23, OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 70.1 or 70.4 of the Civil Service Law.

Non-Competitive Candidates via HELPS Program:
A bachelor's and three years of professional experience in the administration of a public health insurance program performing one or more of the following duties in a qualifying setting: participation in the development and/or implementation of programs, policies, procedures, and/or regulations related to the delivery, reimbursement, eligibility, coverage, and/or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, and/or efficiency of health care services; participating in the development, implementation, and/or oversight of health plan contracts with organizations that provide insurance coverage of health care services. Qualifying settings for this experience include but are not limited to: health insurance companies; health research groups; local, State, and/or federal agencies; health policy think tanks; and health insurance exchanges. Examples of non-qualifying experience include answering phones; printing and copying; filing; data entry and word processing; office inventory management; database maintenance; opening, sorting, and routing mail; scheduling; and direct patient care activities.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Knowledge of NYS Medicaid program in the Managed Long Term Care (MLTC) environment including program and financial structure of the Partial Capitation, PACE, MAP and FIDA programs. An understanding of MLTC rate-setting methodologies, including the Consumer Directed Personal Assistance Program (CDPAP) Statewide Fiscal Intermediary (SFY) reimbursement methodology and knowledge of minimum
wage and other health worker wage adjustments utilized in rate setting. Knowledge of current MLTC financing and the transition to Value Based Payments (VBP). Additionally, familiarity with global cap and financial plan budgeting. The Medicaid Redesign Analyst will have experience in health finance and budgeting as well as developing and implementing financing strategies that incorporate DSRIP and Medicaid Redesign Team (MRT) related initiatives.

Additional Comments This position is part of the NYS HELPS program. No examination is required.
