Duties Description This posting is for a Program Aide position in the Division of Fish & Wildlife (DFW), which is responsible for stewardship and conservation of fish and wildlife in New York State. Specifically, the position is in the License Sales Unit (LSU), which supports and oversees the sale of sporting (hunting, fishing, trapping) licenses in New York State.
The incumbent will work in the sporting license sales office in DEC’s Central Office in Albany and will have a secondary supervisory role in the office and assist the program manager with coordination and delivery of the license sales program. The incumbent will become an expert with DEC’s Automated Licensing System (DECALS).
Essential Functions:
• Serve as a second level supervisor in the License Sales office. Supervise support staff and assist them with prioritization of tasks and assignments as well as be a point of escalation when issues arise.
• Assist support staff to understand and communicate laws, rules, and regulations with the hunting and angling public.
• Assist the License Sales office supervisor with human resources transactions, including drafting job postings and hiring and training staff.
• Work with License Issuing Agents (LIA) who need onboarding support and training to sell sporting licenses.
• Be a primary point of contact for LIAs and help answer more complex questions they may have about DEC’s Automated Licensing System and compliance with applicable rules. Manage office revenue, including compiling and verifying financial data to ensure that daily financials are in order, and that daily deposits are handled appropriately.
• Assist in the preparation, review, evaluation, and analysis of a variety of reports and other documents related to license sales.
• Have a lead role in DECALS system testing, including delegating and tracking tasks assigned to staff, reviewing test results, and documenting and reporting system problems to higher level staff and the DECALS vendor.
• Prepare training and guidance materials for staff and users of the DECALS system.
• Prepare communications to LIAs.
• Act as a liaison with various agency program staff and other state and local agencies.
• Assist in preparation and running of License Sales counter at the NYS Fair. This includes, but is not limited to, assistance with staffing the fair, set up and tear down of equipment, and supervising staff at the fair.
• Participate in conferences, presentations or other events related about DECALS. This includes, but is not limited to, assisting with creation of a power point and/or other materials, coordinating travel, recording notes during the presentation and presenting.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and:
Transfer eligible under Section 70.1 - permanent competitive service as an Accountant Aide, Accountant Aide Trainee 2, Business Document Specialist 2, Stores & Mail Operations Supervisor, Principal Mail and Supply Clerk, Principal Offset Print Machine Operator, Principal Stores Clerk, Program Aide, Administrative Assistant 1.
Additional titles SG 11 or higher which qualify can be found on the Department of Civil Service website, search "GOT-IT".
Preferred: excellent critical thinking and problem-solving skills as well as customer service and supervisory experience.
Familiarity with hunting, fishing, and trapping or other licensing functions in a state agency Experience or interest in fish and wildlife conservation.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
