Duties Description Under the general direction of the Regional Director, the incumbent of this position will be responsible for administering the programs of the Department of Economic Development/Empire State Development (DED/ESD) in the North Country Region. This includes assisting with originating economic development projects, both as the lead economic development agency in the region, and as full-time staff to the North Country Regional Economic Development Council (NCREDC).
Duties include but are not limited to:
• Assisting with the origination and regional management of economic development projects on a year-round basis.
• Coordinating with resources within ESD to justify and prepare Incentive Proposals, inclusive of ESD’s Policy team (for cost benefit analyses), Excelsior team (for Excelsior Tax Credit incentives); ESD’s Finance group (for financial justification memorandums) and ESD’s Project Review Committee (presentation and justification of incentive proposals), writing and vetting actual Incentive Proposals through project management to delivery and acceptance by applicant.
• Assisting in maintenance of a regional project pipeline, including helping to create, maintain and implement a business engagement plan; regularly communicating with principals at key businesses, visiting sites, meeting with prospects, and attending outreach meetings and events as assigned by the Regional Director.
• Assisting in the development of regionally significant projects set by the North Country Regional Economic Development Council and participate on REDC workgroup(s), attending meetings as assigned on a year-round basis, and reporting back on progress.
• As assigned or received, responding directly to agecny inquiries and providing accurate information and assistance regarding ESD programs.
• Assiting with regular updates on origination projects throughout the incentive process, working with Project Managers to ensure tracking systems are up to date through the disbursement.
• Reviewing for eligibility and providing a preliminary score on assigned ESD CFA applications.
• Representing the North Country Regional Office at public meetings.
• Remaining current on ESD programs, initiatives, as well as those of agencies with whom we interact regularly (e.g. Dept. of State, NYSERDA, NYPA, HCR, etc.) and maintain relationships with local development partners including (but not limited to) local Industrial Development Agencies, Local Development Corporations, and Utilities
• When requested, actively and responsibly provide current and accurate information regarding successful projects and problem areas in the region.
• Other duties as requested by the Regional Director, including (but not limited to) assisting with special projects, providing technical assistance, assisting other staff, planning and staffing of events, and reviewing new programs.
Minimum Qualifications List Eligibility: Open to those reachable on the Public Administration Traineeship Transition Program Career eligible list.
Traineeship Eligibility: Appointment may be made at a traineeship level. Economic Development Program Specialist Trainee 1 & 2, NS (equivalent to Salary Grades 14 and 16) leading to Economic Development Program Specialist 1, Salary Grade 18.
• $53,764 (Trainee 1; NS equated to SG-14)
• $59,994 (Trainee 2; NS equated to SG-16)
• $66,951 (Full Performance/Journey Level SG-18)
For current NYS employees, the starting salary is based on the candidate’s salary at the time of hire.
Candidates appointed at the trainee level will be required to successfully complete their traineeship in order to advance to the journey-level title and salary.
55B/C Eligibility: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. Transfer Eligibility: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. (Important Note: Per Civil Service Law, an employee cannot have two, consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.)
Reinstatement Eligibility: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Additional Comments SALARY RANGE: $66,951 - $85,138
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
