Duties Description The Public Health Specialist (PHS) 1 in the Bureau of Community Environmental Health and Food Protection (BCEHFP) will enforce the provisions of New York State's Public Health Law and other State and federal laws, rules, and regulations relating to community environmental health and safety. The BCEHFP develops environmental health regulations and associated program guidance to ensure that core environmental health program standards are achieved.
The PHS 1 will be filled in the Tobacco Enforcement Section and will assist in the implementation and monitoring of public health programs, which may include Adolescent Tobacco Use Prevention (ATUPA), Clean Indoor Air Act, tanning facilities, body art, migrant farm worker housing, mobile home parks, and temporary residences. The incumbent will provide direction, oversight, technical assistance, and training to local health departments and State district offices; monitor program activities and progress towards contract deliverables; and prepare reports and correspondence. The PHS 1 may also perform inspections and compliance investigations in counties across the State.
Minimum Qualifications NY HELPS Minimum Qualifications:
A qualifying bachelor's or higher degree*; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours.
Candidates with advanced degrees and/or relevant experience may be appointed at a higher level at agency discretion.

Transfer and Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1, Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Public Health Specialist 1, Grade 18 or Trainee.
Preferred Qualifications: The preferred candidate will possess a master’s degree in environmental health, environmental science or public health. They will have experience with tobacco enforcement regulations and initiatives; tanning regulations and initiatives; monitoring contracts for compliance and progress towards grant deliverables; strong interpersonal skills; strong writing and editing skills; ability to work independently; and working knowledge of Health Commerce System applications (Environmental Health Information Processing System (eHIPS), Mobitask, etc.).
Additional Comments Travel throughout several counties to areas not served by public transportation is required (10%).

This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
