Duties Description The program aide will perform a variety of substantive professional, technical, and administrative duties under the general direction of the Lottery Director of Integrity & Investigations, in the Division of Lottery. This position is essential for the efficient operation of the Integrity & Investigations Unit. Specific duties include, but are not limited to, the following:

• Assign cases to investigators and escalate as needed; open cases and attach any necessary information

• Maintain databases, logs & excel documents

• Assist in the preparation, evaluation, and analysis of a variety of reports and records specific to the Integrity & Investigations Unit

• Review cases for completion. Track and report outstanding items

• Prepare & assist in the review, evaluation, and analysis of reports; process updates and corrections as needed

• Set up & participate in meetings, conference calls, and webinars for the Integrity & Investigation Unit

• Build and maintain Integrity & Investigation Unit status reports. Monitor deadlines and progress

• Assist retailers by collecting information and providing accurate responses

• Follow specific procedures for handling claims, complaints, conducting audits and
compliance. Maintain a log of activities, findings, results, and closure

• Serve as the lead on Unit internal controls and assessments

• Assist with Integrity & Investigation Unit audit and compliance efforts. Document audit reviews and results

• Handle SFS travel requisitions, expenses, purchase requisitions, and vendor invoices

• Any other duties/projects as assigned by management

• Meet the Department time and attendance rules and regulations

Minimum Qualifications Preferred skills:

• Communicate effectively via telephone, in writing and/or in person with various staff, managers and stakeholders

• Ability to work under stringent deadlines

• Ability to multi-task and prioritize work assignments

Minimum Qualifications:

Permanent Qualification: Candidates must be reachable for appointment from the current Program Aide eligible list

OR

Transfer Qualification: One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.

OR
55 B/C Qualification: Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Please provide a copy of your letter of eligibility with your response.

OR

Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified promotional candidates who apply for this position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.

PROHIBITION AGAINST PLAYING AND WAGERING

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets
or claiming Lottery prizes. Commission employees are prohibited from wagering upon any interactive fantasy sports, horse racing, commercial gaming, Indian gaming and charitable gaming activities within the State. The prohibition against any wagering upon any horse racing, Indian gaming and charitable gaming activities within the State, however, does not apply to family members of Commission employees.

To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether or not the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
