Duties Description The Office of Mental Health (OMH) is recruiting to fill a Business Officer 2, Grade 23, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office (CBO) is responsible for consolidated cash management, vouchering, and payroll services for OMH Central Office and 24 OMH psychiatric facilities. Under the general direction of a Director of the Consolidated Business Office, the incumbent will serve as the manager of the Administrative Support and Payroll units.

Specific duties to be performed may include, but are not limited to, the following:

• Assist in the Management of CBO Units including participating in management meetings and the decision-making process concerning new procedures and methods of technology that will improve the efficiency and effectiveness of the CBO

• Oversee the functions and assist in the supervision of the daily operations for team(s) responsible for processing voucher & accounts receivable transactions for OMH Program areas and Facilities.

• Collect, monitor, analyze/evaluate statistics and data for deficiencies/improvement opportunities and provide assistance/direction to correct problems/improve processes

• Document procedures and analytical methods and draft action plans based upon analysis

• Assist in ensuring compliance with administrative and programmatic requirements for OMH Facilities/Central Office.

• Supervise and monitor staff performance to ensure assignments are completed to the best of their abilities. Ensure staff adhere to time and attendance guidelines.

• Communication & Problem Solving and standard Operating Procedures including creating new or updating/maintaining existing SOPs.

• Miscellaneous assignments/duties as required and/or as they occur.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Business Officer 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law.

Additional Comments The Consolidated Business Office is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. Free parking is available across the street.
