Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Licensed Psychologist, G-25, position in the Division of Integrated Community Services for Children and Families. The Division directs, supports, and oversees all community based mental health services funded, designated and/or licensed by OMH that serve children and their families, to ensure they are providing quality, strengths-based, trauma-informed, family-driven, youth-guided, and culturally and linguistically informed. The Licensed Psychologist will be assigned to the Medical Director’s Unit and is responsible for providing clinical oversight and direction for mental health services for children and adolescents.

Specific Duties may include, but are not limited to the following:

• Develop, implement, and monitor behavioral health provider training initiatives including dissemination of provider-facing training and technical assistance to all behavioral health providers, including on implementation of Evidence-Based Practices, including as the contract manager for such contracts.

• Develop, implement and monitor provider training initiatives for non-behavioral health sectors, with a particular focus on pediatric primary care, family care, and obstetric and perinatal care. Evaluate, in collaboration with the Office of Population Health and Evluation, and refine programs (Project TEACH, Collaborative Care (CoCM), early intervention, etc.) to enhance service delivery and effectiveness. Collaborate with stakeholders to identify service gaps and develop strategies to address them.

• Provide clinical and administrative leadership to the OMH Child and Adolescent Consult service for consults across the service system. Provide consults on youth with on complex presentations and treatment strategies. Ensure that the consult service operates efficiently and effectively. Develop and implement protocols and guidelines for the consult service to ensure consistent and high-quality consultation. Coordinate with other OMH divisions and external partners to ensure comprehensive and integrated care for children and adolescents served by the consult service.

• Partner with the Center for State and Community Workforce Development and Human Resources and the Division of Adult Community Care Group on programs for graduate level students. Administer the expanded track of the evidence-based practice program for social work and mental health counselor students

• Provide clinical support and recommendations related to individual youth involved across systems of care in need of further evaluation/conceptualization and appropriate level of care advocacy.

• Oversee and coordinate tracking of youth identified to needing additional support to be served at an appropriate level of care.

• Provide clinical oversight and direction for mental health services for children and adolescents. Ensure adherence to clinical best practices and evidence-based treatment protocols.

• Foster partnerships with community organizations, schools, healthcare providers, and other stakeholders to enhance service integration and accessibility, along with gathering feedback to information areas of need in provider training and support.

• Represent the Office of Mental Health in community forums, meetings, and other outreach activities.

• Promote and support research initiatives focused on child and adolescent mental health. Stay informed about emerging trends and innovations in the field of child and adolescent psychiatry. Implement new and innovative approaches to mental health care based on current research findings.

• Work closely with the Regional Field Offices to ensure that the network of children/family services are well planned, sufficient and fiscally sustainable in urban and rural areas of New York State

• Work closely to support the Office of Population Health and Evaluation initiatives by involving staff in regularly scheduled meetings with clinical and programmatic leadership in promoting the best practices gleaned from learning collaborative and other efforts that focus on the needs of children, adolescents, young adults and families.

• Supervise subordinate staff. Assign and review work. Ensure staff is provided training necessary to perform their duties and conduct performance evaluations. Support professional development of staff.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
License and current registration to practice psychology in New York State.

Transfer Opportunity:
Candidates must have permanent service as a Licensed Psychologist, Grade 25, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 25 level.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
