Job Specifics

Duties Description OPWDD's Division of State Operations (DSO) is responsible for overseeing the delivery of state operated supports and services to over 8,000 recipients across New York State. The Data Analyst 1 is within DSO's Bureau of Business Analytics and Research, which is responsible for overseeing all Division activities involving operational research, program evaluation, data reporting, and analytics. This includes the development and maintenance of in-house applications and coordination with vendors regarding external software solutions.

The Bureau of Business Analytics and Research as currently structured is organized into three business level units: (1) Enterprise Software Solutions, (2) Application Development, and (3) Data, Statistics and Operational Research. The selected candidate(s) will join the Application Development Unit. This unit is responsible for the design, development, and maintenance of SharePoint solutions.

Primary responsibilities include but are not limited to the following:

- Developing SharePoint data collection tools using PowerApps and Power Automate

- Ongoing maintenance of existing data collection tools and sites

- Collaborating with project managers and end-users to gather requirements and deliver effective solutions

- Creating and configuring SharePoint sites, lists, libraries, workflows, and web parts

- Customizing SharePoint workflows to automate business processes

- Monitoring SharePoint performance and troubleshooting issues

- Maintaining documentation related to design, configuration, and support procedures
- Fulfilling change requests
- User support and training
- Collaboration with ITS staff
- Staying current on SharePoint and Microsoft 365 updates, recommending improvements and enhancements as needed

*Note: This position is a newly classified position and is pending placement into the non-competitive jurisdictional class. Until such approval, all appointments will be made temporary, pending jurisdictional class (JC). Once placed in the non-competitive class, the appointment type will be converted to permanent.

Minimum Qualifications Bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience in data visualization, and statistical models and data mining tools.

*Substitution: A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

The position(s) may be filled at the Data Analyst Trainee 1 level, equated to SG-14, $53,764, the Data Analyst Trainee 2 level, equated to SG-16, $59,994 or full performance Data Analyst 1 SG-18, $66,951.

PREFERRED QUALIFICATIONS:

Demonstrated SharePoint experience, including custom application development, workflow automation, and site customization. Proficient in Power Platform (Power Automate, PowerApps) and Microsoft 365 integration. Excellent communication, organization, and project management skills. Ability to work independently and in a team-based setting.

Experience analyzing and managing data using SAS (or SPSS) and visualizing data using Tableau would be a plus.
