Job Specifics
Duties Description The Park Operations Manager 1 will work closely with all the managers in the region to guide operations. The incumbent will be responsible for oversight of the Health & Safety, Training, Sustainability, and Business offices as well as special projects within Taconic Region. They will also investigate complaints, seek resolutions, and assure all rules and regulations are followed by staff and patrons. The duties of this position will include but are not limited to the following:
• supervise a group of facility mangers in the Taconic Region;
• monitor overall operations at assigned group of parks and sites;
• plan and facilitate regional emergency maintenance and major capital improvements;
• work with facility mangers on park development plans; approve and regulate the use of park facilities;
• review and approve expenditures and budgets;
• work in partnership with many community groups for the benefit of the region;
• investigate complaints and seek resolutions;
• develop, implement, document and coordinate emergency preparedness and response procedures and incidents;
• inspect facilities for compliance with health and safety standards and contract specifications;
• ensure safety of patrons and employees including water safety;
• investigate accidents and takes corrective actions;
• manage other projects as assigned.
Minimum Qualifications If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible for appointment by one of the following qualifications:
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of qualifying service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
At least one year of qualifying service as a Park Manager 3, Park Manager 2, Maintenance Supervisor 4, Historic Site Manager A, or Historic Site Manager B.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Operations Manager 1; if you have less than one year, you must be reachable on the current Park Operations Manager 1 eligible list for this location.
Additional Comments Operational Needs:
• Occasional travel training or conference outside of region
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• May need to work beyond normal work hours and on weekends, with occasional overnights.
• Work schedule and travel may vary as required. Scheduled workday is flexible as long as it meets the 7.5-hour requirement.
