Job Specifics

Duties Description The incumbent will lead a dynamic multi-disciplinary team of trained survey professionals and have oversight responsibility for the Capital District Regional Office. The Area Office Director will manage regional program administration which includes coordination and planning of programmatic goals and inspection report generation; serving as the program’s point of contact for the Region; and perhaps most importantly, maintaining informed, transparent stakeholder communication with facility staff, residents and their families, the State Long-Term Care Ombudsman Program and other advocates.  In this role, the Area Office Director will help develop and deliver education about the ever-evolving adult care facility setting; identify and implement quality metrics to improve outcomes; and build upon team goals and principles through creativity, quality assurance, data analysis, and a commitment to ongoing performance improvement.  Reporting to the Executive Office of the Division, the Area Office Director will oversee all program office operations and maintain close communication with other long-term care offices and programs at the regional office including, but not limited to, communicable disease control, environmental health, and emergency preparedness.  This collaborative forum, paired with team-based skills and leadership expertise, is instrumental in improving resident outcomes at over 75 facilities throughout this geographically and demographically diverse region.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as an Area Office Director, M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and eligible for transfer via Section 52.6 of the Civil Service Law.

Provisional appointees will be required to apply for and take the next Civil Service examination announced for this title and achieve a high enough score to be immediately appointable from the resulting eligible list, in order to maintain employment.

Preferred Qualifications: Excellent management skills with demonstrated ability to encourage team participation and leverage technology for a fast-paced, complex, high-profile program in an evolving office atmosphere. Proficiency in use of technology, including, but not limited to, the Microsoft Office suite of products. Experience leading teams of surveillance staff and/or others with a focus on vulnerable adult populations. Federal Surveyor Minimum Qualifications Test certification.

This position requires travel to areas often underserved by public transit. The incumbent must pass the Surveyor Minimum Qualifications Certification Test (SMQT) within 1 year of appointment. The successful incumbent must be flexible and available to work varied hours, which may include weekends and holidays, to respond to emergencies and/or provide guidance relative to off-hours investigations, as needed.Specific work hours will be TBD within standard department hours.
