Job Specifics
Duties Description The Addictions Program Specialist 2 will assist with the management and oversight of Crisis and Inpatient services, including NYS Crisis Stabilization Centers. Duties include, but are not limited to:
• Assist with the coordination and oversight of initiatives and policy development.
• Represent OASAS regarding program design and policy analysis to ensure SUD services are appropriately incorporated within new service delivery models and cross-agency initiatives, accordingly with regulatory and clinical standards.
• Coordinate with county government officials and local providers of OASAS services.
• Work with State partners to assist with developing regulations and implementation guidance for Certified Community Behavioral Health Clinics (CCBHC).
• Provide technical assistance with certification applications; oversee and monitor adherence to program standards; and coordinate with internal and external staff to resolve complaints or issues with existing programs.
• May supervise staff.
• Additional duties as assigned.
• Position may require travel up to 20%.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Permanent qualifications:
Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
